Just go to MSN.com click on hotmail.com upper left corner and sign up .

Just go to the website and fill out the sign up info, and you are ready to go. You can have as many e mail accounts with different providers as you want. Some even have multiple accounts with the same provider.

Hotmail like Yahoo does not care who your ISP(Internet Service Provider) is. You can have a hotmail account, just go to www.hotmail.com and sign up.
