Yes I think it would be a simple matter to give them an address, but to receive benefit I think they would have to agree to visit a location to collect any "official mail" on a monthly basis to qualify.
PO box's do cost money but perhaps a few homeless people could club together if it meant qualifying for benefit.
There is no easy solution unless the whole population was prepared to help by paying optional additional taxes for same - don't think you will get everyone to agree on this matter.

I volunteer at a homeless shelter and the vast majority do already have fixed addresses in B&Bs and hostels and therefore can claim help. The majority of rough sleepers have problems such as schizophrenia and other mental illnesses or alcoholism and drug abuse that is so advanced, it has all but destroyed any mental competence they once had.
There is help for people who need it. In London, there is a place called Skylight and shelters are open every day of the year. Unfortunately, it is inevitable that some people will slip through the net.

No more homeless shelters! They are horrid from all I know of them.
Far better to give them a mailing addy and attempt to fit them in groups in existing housing until more can be built.
And in all truth, those who prefer to be homeless, let them live as they choose. I have studied the problem at uni, and some like their lifestyle.

There is no need for shelters, there are THOUSANDS of empty properties out there. Why don't we have projects where the homeless get a house or a flat and help refurbish it by giving time and effort. Like a LETS scheme.

Stop paying all the coaches, athletes, congress men that are in prison, Millions of dollars, stop paying for a war that doesn't make any sense, etc, then you have enough resources to stop it. Until then never.
