Because I'm not good at talking, I do not want to talk to others much, that's why I'm not practicing much to speak well. It's just like a vicious circle. Any suggestions?

I suggest joining a local Toastmasters International Club (http://www.toastmasters.org/)

I am a member and joined recently to improve my speaking skills. At Toastmasters, members learn by speaking to groups and working with others in a supportive environment. A typical Toastmasters club is made up of 20 to 30 people who meet once a week for about an hour.

You can go in as a guest to as many meetings as you would like for free or join for approx. $56/year.

Well if it is speech you can see a speech coach they help people get rid of accents stutters lisps,and a lot of other things, if that is not an option for you, you can go to you local library and look for some books on what to do with speech problems they also have DVD and Cd's to teach you proper speech. hope that helps.
