It does not allow because the mcafee process is still running in task manager. Open task manager and end the mcafee process, or open the startup, click on start > run , type msconfig, press ok, In the system configuration window click on startup tab, locate and uncheck the mcafee entry, press apply, press close, restart, after restart check the box and press ok.
This will disable mcafee process from starting , and you will be able to uninstall it from add/remove panel

If add/remove programs doesn't work, you could always delete it directly off of the hard drive (thought I don't recomend this). If you want to, go to C:\Program Files and delete the McCafee folder directly.

It will depend on what version you have, but if you search for "manual mcafee uninstall", you should find some resources to help you do it.
I'm listing an example below for version 4.5.1. DO NOT accept this as the universal way to perform a manual uninstall for Mcafee software. Make sure the versions match.

This probably is normal for mcafee. The only thing you can do now is to reinstall the AV and then uninstall it. Also uninstall in safe mode as there is less chance of getting the applocation corrupted again.
