Definitely the States by a mile traditionally, but with this President/Administration I'd go with the French right now (I think most Brits would too - which says a lot). But I expect after America gets back to normal (we're hoping it's just a bout of temporary insanity) we'll be good cousins once more.
Bush has caused a lot of damage to America's relations with pretty much every country. I think it can be repaired, but only after a change in the Executive branch.
It's not just an Iraq thing either, it's far, far deeper than that.
