Check out http://www.ClassTopic.com They have some great topics that I've used in the past. Each topic has three good sources to get you started on the research, too.

It would help if you had said what course the paper is for! :)

But here's a couple of hints about how to come up with a topic:

Go to your university library databases and search for terms from your class (like from your text book) that relate to things you find interesting in the course content. You may need to play with this a bit--but you'll come up with a list of articles that relate to your course (ex.: if the course is on American Labor History, you might try "Knights of Labor." ) Look at the abstracts of some of these articles. This will let you see what sort of topics people write about and what's practicle for a research paper.

Also--look in your textbook--or other reading material--especially if there's a section at the end of each chapter--you'll find a lot of material there and bibliographies. Some texts have a summary of the issues/topics discussed in each chapter--those are great starting points for thinking up a good topic.

AFTER you do this--and have some ideas--go see your instructor during his/her office hours and discuss your ideas. He/she should be more than willing to help you refine your ideas into a workeable topic.
