I believe what you are referring to is a "Letter of Invitation" for a person that is applying for a Tourist Visa.
Simply write a letter, using your best grammar and spelling, and business letter standards, stating the name and address of the person, your name and address, and that you are inviting the person to come visit you.
You can look up sample letters on Google.
As a matter of concern here, if this is a person you have met online and do not know personally, please be very careful, and you might even want to reconsider.

Are to trying to send a letter to someone you would like to come visit you? I'm not sure I understand your question.
