In short - Yes
You have to have an Internet Service Provider (ISP) to connect to the Internet.
For a laptop you may also wish to get a wireless access point/modem
Don't connect with a mobile phone connection unless your a millionaire or your employer is providing the service.
In Australia there is a lot of information at
www.whirlpool.net.au
A lot of the info is relevant anywhere

No.... You can call your cell phone provider and they can set up your laptop to connect to the Internet. But it's kinda slow and expensive. You can also get a wireless adaptor card installed into your laptop and if your neighbors have wireless Internet you can connect through their Internet, but this is illegal if you get caught. Lol......

you have a few options for a laptop you can get a mobile phone card which will give you internet at dial up speed if you have service in your area, this is basically like plugging your laptop into a mobile phone, or as long as your house phone line is enabled (check with BT) you can use a normal modem the same as you would with a desktop pc this will give you the broad band speeds and is really easy to set up

Wired Internet is for home or office use while wireless does not need to be static.Depending on you - if you want to use your laptop at home it is advisable to get a wired connection, but if you want to browse the net outside your home then get a wireless connection

If your laptop has a built-in wireless card or has an Intel Centrio processor, you can switch on the wireless networking and try scanning to see if any of your neighbours have left their wireless routers open and not requiring encryption.

For at home, yes....however you may have a less then savy neighbor who has a wireless network that is unsecured and be able to wardrive onto their network....where this is immoral and fundamentally wrong, itis possible.....you may even be able to work out a sharing plan with one of your neighbours to use their connection (with their permission) and share the cost.....otherwise you need to have your own connection.
