One more idea please?

Question

For my project I have to design 5 book jackets to promote my technological society of the future. I decided to make my society based on the moon and felt that keeping the laws and values of the society to a not very serious manner would make it more fun> As far I have these 4 ideas which I am sort of happy with-
-Criminals get sent to Pluto
-We want a clean environment so throw your litter down to earth
-Everyone has to do various jobs throughout the year so it makes everyone multi skilled and far more flexible
-The society is looked after by an army of robocops
If anyone can think of any other ideas I will be very grateful. I am really struggling for ideas at the moment.

Points are awarded for good citizenship.
Bad behavours take away, but not many.
Repeat offenders must report to a penal colony where they MUST have sex three times a day.
Really naughty youth must do public service picking up garbage thrown onto the earth on their way to the penal colony.
Skiving off work on day a week is permitted and pay covered.
Skiving off from school or Uni once weekly is rewarded with a better grade on the next day's work.

All research, blueprints, experiments, prototypes etc. are prepared on the far side of the moon to avoid snooping / espionage by Earth citizens.
