Nope - it's all fakery and trickery. Palm readers work by giving you some basic, general lines, maybe about how smart you are, or how you may travel soon. Most people think they're smart and would like to travel, so they buy it. The palm reader will use something you say to expand on and get more information from you, and then feed you more bull about this.
Want to test this? Go to a palm reader, and happen to mention something that's false. If your grandmother is dead, mention that you're going to travel to go to her birthday party next week, for example. Feed the palm reader a couple of false personal facts about yourself, and watch what happens. If they could really see your life and future, they'd know this info was bull. But my money says that they won't.

1) no.
2) because lines on your hand are fairly abitrary and there's no plausible connection with someone's fate, not to mention any reason to believe that pre-destiny exists.
3) It can't.

It's just like anything else, if you believe in it, it works, if you don't it won't.
