There is not enough info here to help. I'd need to know the species, habitat set up, condition of the shell, etc.

Be sure he doesn't have any parasites or fungus. He may also be dehydrated which could make the top layers of his shell peel which can be itchy. Your best bet is to call an exotic vet & make an appointment. This way he can rule out all of the above and give you a more definitive. I hope this helps. Good luck

It might simply be a flaw in the design/set up of your habitat. Sounds like he's really just trying to hide, and he just happens to be scarring his shell in the process. Try rearranging things and putting a wooden hide in, take rocks out.

Your turtle might be trying to shed. Turtles shed the outer layers of their shell as they grow.
