Go to the control panel (Its in the start menu), and click on "mouse". Then find the controls for the double clicking speed, and turn the speed way up.

A better question is, why do you want to stop your mouse from double clicking? You practically can't use windows without it.

decrease double click time to such less value that it considers it as two single click in mouse setting in control panel.
