What do you mean he will withhold your last paycheck? Do you mean he will hold it til normal payday (he can do that) or do you mean he won't pay you? He cannot keep your pay. Depending on what is in his employee manual (if you got one, if not, check with personnel for their policy), he can also keep all sick time you accrued, or your paid time off (vacation). I know of no law that says you have to give him notice. If he refuses to pay you for days you worked, there are agencies you can go to in order to get the money you earned. Is it a company that gave you uniforms or something that you owe them for? I guess it would really depend on the type of job you have. If it is in the medical field and you walk off and leave a patient, you can't do that, unless you are being abused.

If you are in UK then he has to pay you for all the time that you have worked for him, if he fails to do so your correct course of action is to sue him for what he owes you. I don't know how much you would be owed but the chances are you could do this through the small claims court.
The people at your local county court office will advise you how you go about this.
As for you quitting without notice, this could put you in breach of contract and he could possibly sue you for any extra costs or loss of business that he suffers as a result of you failing to meet the terms of your contract of employment.

There is no need for notice, since your employer is ready to frustrate any employee that leaves his or her employment. Just make the necessary arrangement with another employer or whatever, collect your salary and then go for good.

Although, by right, you are to give notice.

try to check the company's policy and your country's labor law. if it states that you should file notice of resignation then you have to, anyways labor law protects the rights of employees, so i believe you have the reason to get your last pay.

I'm sure by law he can't do that but if you get paid monthly then get the wage then leave.

If your in the UK, then he cannot legally with-hold your wages,
