You can replace it yourself. If the holes are stretched or bigger for some reason, I would just move the hinges alittle. No one will notice that. You can paint anything. Just be sure to sand them first. They at least have to roughed up very good first or the paint will not stick properly. Apply a coat of primer first. This will also help to ensure the paint sticking. It's a big tough job, so be prepared to have alot of time invested. If you do this, I would remove all doors first, sand or rough up the cabinets, primer and paint those, then, do the door the same. (Don't go too far on sanding, you could make them uneven, or make dips. That will really show up when you paint and replace them. When you sand, if you have an electric sander, when you sand, go all over at a steady pace. Don't stay in one spot. Just a good roughing up is all they need.)

Sure you can do it. If the screw holes are stripped, you can fill in the hole by breaking off toothpicks in the holes so that they are level with the surface. Or you can get a product called Tighten Up by Locktite at your hardware store. Either way is quick and easy.
Laminated doors (plywood) are easily painted. Determine first if there is too many layers on already (I use 5 layers of paint as too many). If so, then use either a chemical stripper or if there are only a few doors mechanical means (such as scrapers or sandpaper) to remove the paint down to the wood surface. Don't be too concerned if you can get it all off as you will be covering it again. But it does have to be smooth and without sharp transitions which will show through the new paint. For kitchen cabinets, I would recommend a coat of good primer and two coats of either semigloss or gloss latex enamel in your preferred color.

If the door fell off, painting would not solve this issue. However, if the doors are laminate, painting them would be useless.
If your saying that that the laminate fell off one of your doors, then it can be repaired or replaced with other laminates or coverings using rubber cement.
If the doors hinge fell off you need to reinforce the door jams and sills. If you can not do this yourself you should call a contractor, or your local hardware store. Often they have repair persons on call 24/7.
