What do you mean when you say "Americans" because "Americans" is a nationality... is it not?
Anyway... assuming I know what you mean...
I don't think it's so much that Filipinos want to get "white" rather, they don't like being in the sun too much. The elder folks do it, I believe because it's just not healty for them to be out in the sun too long.
Plus, Filipinos are naturally tanner because of the way their skin pigments are structured.
However, there are also different (subcatagories), I guess you can call it, of Filipinos where some are fairer skinned and some are darker skinned.
Some Filipino cultures believe that being Fililpino and fair skinned is a beautiful thing and that's why some may want to maintain a lighter complexion (heard of Eskinol? hehe).
As for "why do Americans want to get tan," isn't that just a vanity thing? I mean, not just Americans but anyone who wants to change the way they naturally look is due to vanity or media (because the media is vain). I don't think it's a "cultural" thing. There is no "culutre" in tanning.
And finally... "...do Filipinos like America?"
I can't answer that for any other Filipino but I know I love America... otherwise, I think I would have moved by now. It really irritates me when people migrate into this country and all they do is complain.
I understand it's not perfect, but h*ll, there is a reason people want "in." And, as f*cked up as it may seem at times, there is a lot of great opportunity to be had here, and it does have it's share of art, culture and diversity.
In a general sense, however, Filipinos do tend to be a little picky and judgmental, so they will always have something to say about something that isn't "Filipino". ...(but what culture doesn't?) ...make sense?

It's to get more of an "exotic" flavor. A tan person in a group of 99 other white people will turn more heads. A white person in a group of dark people will catch more attention. And, as humans, we are generally attracted to slight differences, such as tan or lighter skin, or an accent from a foreign place, etc.
