Way to open ended of a question to give you a definitive answer, but some causes can be.....windows updates, program changes such as moving data files or program locations, uninstalled programs that did not completely uninstall, programs that were placed in the startup folder or set to startup during boot aren't made to start at bootup, registry changes, spyware, malware, keyloggers, hijackers, viruses, trojans, changing user ids or permissions, uninstalling and then reinstalling programs that need to be rebooted in order to make changes....corrupted download files or programs.....all these and a few others, depends on whether you talking about windows startup, programs startup or services, and what kind of error.
