A (LED) bike light is advertise as having 650 candlepower is this a lot, or have they used these units to hide the fact it's not all that!!??!!

you cannot. Unless the manufacturer already has calculated both candlepower and watts, you're pretty much out of luck. Watts and candlepower are two very different measurements.Candlepower is a measure of light intensity, watts is a measure of power input

candle power can convert to lumen's, wattage is practically obsolete when applied to L.E.D.'s due to their low amperage draw . if you want to compare , convert a typical incandescent wattage rating to lumen's and compare that way
