One of the important things to do to make corruption impossible is to make illegal money transactions impossible. This is how it could be done: Make all money electronic and online. This means that all the 'notes and coins' types of money will be gone. The corrupt won't be able to take black money without leaving records. You can't steal it, hide it, counterfeit it etc etc. Even if people resort to using gold for illegal dealings, it would be very hard to convert this illegally attained gold into electronic money because they won't be able to explain how they got this gold without having bought it (all the transaction infos are stored). So people will be very discouraged from using this method.
Of course, these transactions have to be completely secure. It is very hard to set up such a system. I say: don't use such a system whose effectiveness and correct functioning depends on any people's honesty because it varies not only from people to people but also varies in the same person from time to time ('Neeyath kharaab hojana' when there is temptation).

You are asking for the moon. The present day politicians should not be allowed to rule to make a start. We should usher in PRESIDENTIAL form of government. The elected president should then select qualified individuals of merit with corrupt free background to administer the country under his authority. This may reduce incidence of corruption.

If this world would start thinking with their hearts and allow heartfelt feelings govern their idea's and actions, perhaps we could make this world a better place to live in. If I had allowed my brain to dictate my actions I'd certainly be living a miserable life.
Corruption = money! all is seeking the glory of money filled pockets and huge bank accounts which have made people very paranoid.

The best way to cut corruption is to pass the fair tax bill. That eliminates national taxes and establishes a national sales tax. It eliminates the IRS. The poor get refunds of taxes paid and so they are exempt. It helps eliminate the congressmen and women who go to Washington to A. get rich and B. run our lives.

Fair taxes mean less tax avoidance and less corruption.
