Actually, the word he used was "misunderestimate." He used it in the sense of underestimate and mischaracterize, I think.
No, it's not a recognized word. Neither was "normalcy." (Also, "loan" is not a verb.)
But as words become used, they are accepted, like it or not.
Arguably, "bling" is not an "official" word, but lots of people use it.
Maybe this question should be in the language section.

Bush's mouth was presumably operating slightly faster than his mind here. Not a real word but presumably he meant "underestimate" or possibly "misunderstood".

Misunderestimations would mean - not under-estimated which would mean that it was exactly what was expected.
Not what I think he was trying to convey.
you know when every word you say is captured and scrutinized it would be impossible for anyone to go without some errors!
