First, Toronto has won 15 games and lost 19, while Washington has won 19 and lost 14. Now the standings are complicated. Up to the 2003-2004 season, there were two divisions in each conference. The leader, or the team with the most wins, would be ranked first and second in that conference. The rest of the teams would later go in order by wins (In the 2004 playoffs, NJ NETS (47-35) were ranked in second because they were the division leader, while the Pistons (54-28) were third because Indiana (61-21) was the leader)That later changes in the 2004-2005 season with the addition of Charlotte. There were then three divisions in each conference. The three leaders in the division would be ranked one through three according to the wins. That doesnt change home court advatage (Last year, Nuggets were 44-38 while the Clippers were 47-35. The Clippers had home court advantage, Nuggets were third ranked while Clippers were sixth). This year though, they changed in making it the division leaders are ranked one through three, with the second best team in one of the divisions being in front of the others, according to the wins. So, last year, the Mavs were 60-22, and weren't the leaders, Spurs were 63-19. Mavs were ranked fourth and had to face San Antonio in the second round. With this rule put fourth, this would never happen again. Instead of having 1)Spurs (63-19) 2) Suns (54-28) 3) Nuggets (44-38) 4) Mavs (60-22), the order would be 1) Spurs (63-19) 2) Mavs (60-22) 3) Suns (54-28) 4) Nuggets (44-38) . The Spurs and Mavs would of then met in the Finals of the Western Conference instead of the secound round. That's why the Raptors are in fourth. If the playoffs were to start today, the Raptors would face the Wizards, but Washington would have home court advantage.

Well u got the records mixed up. But the reason is because Toronto is the leader of their division and because of the new league rules, being first in your division guarantees a spot in the top 4.
