His trepassing was illegal but then he probably didn't care. He might be a petty opportunity thief thinking that you were not at home OR that he had a similar hedge trimmer and thought that you stole his but on close examination, he realised he made a mistake but didn't know what to say when you appeared.

If you are planning to stay in this property for a long time to come, it's best to give him the benefit of the doubt. Starting a feud, rightly or wrongly, with a neighbour can lead to something very ugly and unpleasant in future.

Just be cautious and also to consider installing a CCTV system or better fences if you could afford it. For your own benefit, try to be on amicable terms if you can help it.

Don't do what my Grandad did when he found some one was nicking coal from him. A week or so later the neighbours coal range exploded........ seems the neighbour had been stealing my grand dads coal. problem was my grand dad stuck some explosives in a couple of large lumps.................The judge was not impressed! Grandad had to pay a fine pay for a new Coal range and was lucky no one died!

Here in canada i guess we handle things a little different.You seethe police have more pressing issuse.this guy is not going to stop if he is stealing from you in front of you.You want to nip this in the bud?then you and a couple of your {mates}pay him a visit,haul his *** out of his house hold his hands down on the concrete and smash his fingers and hands with a ballpine hammer. trust me this is a verry effective remedy and i can assure you he will not be stealing your stuff any time soon.the best part is he has to explain to every one what happened and why. bye from canada
