It might be a case of how those individuals were brought up, or where they were brought up. It's well known that people from multicultural areas or backgrounds are much more tolerant, and I know from experience that living in quiet areas where very few ethnic minorities are housed doesn't allow you to integrate with other cultures, which results in the closemindedness you described.
When people don't get to experience what a culture or minority is really like, they will be a bit more apprehensive when being in situations with other ethnic groups.
It may also not help when these people have a bad experience with a select few individuals of an ethnic group- because they don't know any others of that group, the impression they gained will last, unfortunately.
I'm no sociologist, I'm just speaking from what I've seen with my own eyes.

By placing people into generalized categories, humans are able to simply define others by their racial group without having to use that chunk of gray matter between their ears. Racism is often triggered by watching a lesser cast of a certain racial group acting in a way that offends the person, things like seeing white trailer trash USA, or some wanna-be gangstas, or some MS 13 rejects will make a person think that what he witnessed is the essential core behavior of a group, therefore believing that if you take away all the education and culture that a group has the group will revert back to the people I just mentioned.

Just from my own personal reflections on life. It is extremely easy to just label people. To put a label onto a box and then put those people in a box. So then we dont have to grow or learn about them.
WE ARE A LAZY SOCIETY. So any work that we dont have to do.. we dont do.
This includes simply learning about one another. We want the end result, not the journey.
and if there is a whole race of people that a person feels they are better than... then they feel better about themselved for a short time..

I think it's like this because old grudges never die or the people have a traumatic history or are just afraid of these people because they are not used to them and other things like stories or certain things or rumors even stereotype things which are associated with the look of the person. It's sad that in so many years these old grudges still exist.
