in the UK it will be the Health & Safety Exec, they have the final say, if its in the workplace your Union rep could enforce it to management, you as an indivdual could yell your bosses and they would have to comply, if they dont you could tell the HSE who would enforce it.

Legally i don't think of you have have been given any leverage...have you ever tried in simple terms appropriate asking them to be much less noisy? you may in all probability get lots better consequence that way besides (and not have human beings aggravated with you) than in case you tried to enforce some noise regulation or ordinance with out having enable them to appreciate you have been being stricken.
