Is their any software which can be used to hack into web cams and see them and recored them with out permissions?

Normally, they cannot see yours without your permission, nor can you see theirs. This is a software function. Now... If they planted a trojan or other hidden malware on your computer to spy on you, then they could remotely access your webcam and spy on you.

there might be some programes for that .. but usually i will say no.. cuz they still need to open port in you internet conniction so they can see your web cam and the anit-virus software that you have or maybe the firewall will stop it and reject that thing
