Here, WHAT is equal to WHO, and the other way around. In other words, WHAT and WHO are the same. But if I were to look at the sentence as it is (GRRR, PUNCTUATION!), I would say that WHAT is the same thing as WHO and WHO is WHAT WHAT DO YOU MEAN BY WHO, and we are asking what its standing by.

However, in order to uncomplicate things a bit, because there is no other punctuation, its a run on sentance.
