Hey, all questions about tracing with me. :-P

Would two mobile phones in different countries be able to track each other? I.e would international tracking be possible?

And does it always cost money, and always require consent from the target phone?

Would the phone have to be switched on in order for this to take place?

The network operator you are attached to can locate your phone, so if you are a subscriber of network X and you roan in network Y, Y can locate you. Your phone has to be switched on.

Consent is required for Joe public. Usually this is only granted to the owner of the phone.
