Well in the states we have many places sandwiches places also but not all deliver. That is unless it is catering order. At my company we have a lot of meetings that we have catered and most of the time it is sanwiches, salad and soup that we order. We used to order hot food but if everyone is no ready to eat at the same time the food goes cold and somethings are not good reheated. There are a few that deliever like Jimmy Johns, Quiznos and Panera (only catering). Out of these we like and find the best catering comes from Panera. Look them up online they have great food! And all different kinds of bread and cheeses. I love the variety and they make fresh bread daily and I also love their bagels. I could eat at Panera for breakfast lunch and dinner. Hopefully this help I know the culture is very different overseas. Good Luck!

Yes to 1 and 2. You need to find out what else the effect of running a business from home entails, eg tax, mortgage company, insurance etc.

It's better to search for rules for 'sandwich delivery business' in your country and know the guidelines properly before investing on it.

I do believe you will need to complete items 1 & 2 on your list as well as obtain a business license. You may also need to obtain a sales tax permit if your area collects sales tax.
