Actually some NTSC 360 games will work, as some have no region lock out. This is similar to the XBOX. The easiest place to find multiregion games is at PlayAsia.com.
There are already several games that have no lock out on them.

The simple answer is NO, found this out recently when a NTSC game came from the USA and failed to load.

nope same for all the other consoles apart from DS,Gameboy+Gameboy Advance.
