Usually Muslim, however it's usually only used toward persistent offenders, or ones who target the more vulnerable, it depends on the type & severity of the crime. We are talking in general, not extreamist type.

we should bring it in, stop giving prison sentences and cut a limb off without anaesthetic instead, this will stop over crowding. the c***s will soon stop, how would a thief get away with only one leg
