My office requires everyone to have what they call a "Standard Desktop" on their computer. But I have other programs that I need to access from time to time that the standard desktop won't allow installation. I was wondering if there was a way I could install a 2nd Desktop into my machine? That way, I could switch between one attached to the LAN and one in standalone mode.

Can this be done?

You should be able to create a different user name, and set it up any way you like. It may require that you get fast on the trigger with the "switch user" function, but that's as bad as I can see it might get. However, your boss may have set up the computer so that you need permission to create such a user name. If so, I would suggest you put your request in the form of asking that ALL employees at your level be permitted to create a separate user name. Probably nothing more complicated than your initials for work, your first name or nickname for personal.

You will have to agree to working with such things only on your own time, no doubt, but that's a standard agreement and can be breached for "emergencies," I'm sure.

It's a good idea, really. The boss should go for it. It should prevent involuntary breaches of privacy. You put your personal stuff in there, and you put in there anything like drafts of documents that may need a degree of confidentiality, even if it is for business reasons. Also, you install on your own C drive programs it might not be appropriate to put on the LAN. Something to do with your particular work, for example, or just things like tax information, that needs to be confidential. Again, if you agree to use it only during your own time, I see no reason why it couldn't be your own games and toys.

You need an account on the local machine to do that..or an account on the server that allows you to run programs remotely..

Try VMWare Workstation or VNC Viewer.
