I'm sure you've already tried this, but try washing your penis really well, and regularly. If you are uncircumcised be sure to pull back the foreskin while cleaning. Also you might try wiping off the end of your penis with toilet paper after you urinate. Sometimes residual urine can cause an odor.
If it's your urine that smells strongly (and perhaps is darker than usual.) try drinking more water and cranberry juice. If you start to see sediment in your urine along with the scent, consult your doctor as these may be signs of a urinary tract infection.

Sounds like you have some unexpelled urine that is dripping out later when you tuck it back in. Use your thumb and forefinger and strip out the excess or remaining urine after your pee is finished and you've shook off the last drop-you will probably find you have some left in the urethra, which gradually leaks on out and makes you smell. With practice, you can easily master the technique of stripping out the rest of the urine while at the urinal with one hand, just a quick motion takes care of getting rid of it. Hope this helps, had the same problem with leakage.
