Like Kuja and his Silver Dragon fusing and becoming something like balmung from .hack but with two seperate minds and personalities?

Not a true physical fusion of bodies. Depending on the lore (and there is a large variety) you could possibly bond with a dragon, just like any other animal. But that's extremely risky. Dragons are not evil creatures that eat virgins, or trick people and steal their gold only to use it for a bed. Nor do I think they betray any characteristic "sins" that most common stories make of them.

They are far to intelligent to want to share brain cells with mere humans. It would be like us trying to fuse with say a bird. Relatively intellient, can mostly keep itself alive long enough to reproduce, are interesting to look at and they make pretty music sometimes. Some of them can even talk. But we would want to "debase" ourselves by literally fusing with a bird. The same is relative to a dragon.

The closest thing I've ever read/heard about a Bonding experience with a Dragon is like when you meet somebody you seem to know, but you've never met before. Its kind of one of those "destiny" things. Most of the early humans who tried to bond on a whim lost their minds. I've only heard it ever being done for short periods of time with an exteremely spiritual person. Someone who has experience in out of body travels for long periods of time. Or someone who just sees the world in a completely different view from the rest of us.

But, dragons don't really exist. If they did, it would probably not be possible anyway. Can you fuse with your dog?

yes you could fuse with a dragon you would just need the right technology.
