When a congressman resigns or dies in Office is he always replaced by somebody from the same political party?
for example; If a Republican congressman resigns, does the Democratic governor of his home state have the right to replace him with somebody who is a Democrat?

A governor can appoint a person to fill the remainder of the term for a Senator, but not for a Representative.

To fill a vacancy in the office of a Representative a special election is held.

The governor of the state chooses a temporary replacement, and sometimes there is a special election to fill the seat if there is enough time before the next regular election.

Each state has its own rules ('states rights')
generally the governor replaces them with their choice
could be either party - usually the party of the governor
