Once the CD surface is scratched those scratches cannot be removed. There are some products on the market which attempt to "fill" the scratches but most don't work. Another product available used by most DVD and music stores is a transparent plastic film which you put on the playing surface of the disc when you purchase it to protect it from scratches during it's lifetime. It needs to be applied on a new CD before it's been played - it does not remove existing scratches. Unfortunately the name eludes me.
