It is very hard to "sell yourself". Most people find themselves very uncomfortable when placed in a position where they have to make themselves look really good.

The underlying premise of your question refers to this feeling. What it is saying is that you are much more likely to lose out on being hired if you fail to present yourself in a very positive light.

Talking yourself up means selling yourself. It means pointing out those qualities within you that are useful for the position to which you apply. It is about addressing the concerns of the interviewer by turning every question into a very positive statement about yourself.

For instance, if you wanted to be a house painter and the interviewer said something like, "What do you do in your spare time?", instead of saying, "I like to read", you could point out that you really like to engage in activities that strengthen your arms and give you better stamina such as hiking and racquetball."

Or if the question was, "Tell me something you did that you are really proud of", you just come out and tell them a good answer that promotes you, your attitude, your personality, your confidence, your poise under pressure, or anything else you can think of that demonstrates you are exactly suited for the job, you are a really good person, you have lots of potential, etc.

Failing to "talk yourself up" means not trying to "sell" yourself as a good asset to the company. You want to tell them how they will benefit from having you on their team. Providing numbers always works well. Example: "I provided sole customer support during a pilot program for a potential $16 billion dollar/year contract, which we were awarded based on customer support and pricing."

UPDATE:
"Talking yourself up" could mean "talk stately with a confident manner." Whatever the definition, neither talking stately or selling yourself will hurt during an interview. In my opinion, being charismatic and professional would be better than speaking stately at the risk of sounding 'high brow'.

To talk yourself up, means to brag about the "connections" you have, but when it comes down to it, the only connection you've got, is the one that connects your computer to the Internet. Lol.

Well, that's a nice question you have come up with. Talking oneself up generally means talking about oneself though the purpose of doing so may differ from situation to situation.

When you talk yourself up for a job, you try to focus on what you can do, and recognise how transferable your skills are. If you've spent time concentrating on your family and everyone else's needs, it doesn't come naturally to blow your own trumpet, but if you've done something good, you have to make sure everyone knows about it. You may feel horribly uncomfortable telling a prospective employer how wonderful you are: but if you don't, who will?

So, it's all about presenting yourself and 'selling yourself'. When you sell yourself you need to create a value for yourself and that is when you talk yourself up.

You must brag about yourself during an interview or the interviewer doesn't know your the best.

This means that if you don't mention who you really are, it's going to harm you in the interview.
