It is 8:39 PM formatted in a 24-hour clock. Any time with less than 12 hours is in the AM, where as any time with more than 12 hours, you subtract 12 from it, and it is in the PM.
I.E: 20:39 - 12:00 = 8:39 PM.

That's the same as 8:39 P.M. If the number is greater than 12, it's P.M; if it's less than 12, then it's A.M. Subtract 12 from the number if it's greater than 12, and you'll have your 12-hour-clock time.
