You have to contact the county courthouse in the city where you were born. They will provide you with a copy of your birth certificate, altough you will have to pay for it (usually less than $20). You do not have to provide identification to get your birth certificate. I have had mine replaced 3 times and each time I just called, gave them the credit card number over the phone and they sent them to me. You will have to provide some info from the birth certificate to prove that it is you, though. For instance, mom and dad's names, address at time of birth, etc. It will take a couple weeks to get it and then you can go get your ID.

Go to GOOGLE and type in the name of the city and state you were born in and Court House. EXAMPLE: "Austin TX Court House"

Then look on the city's court house website for the phone number and address of the court house. You can get another birth certificate for about $10 to $15 with the Registrar's seal on it. They REQUIRE it is not a photo copy at the ID and driver's license bureau, but that it is a sealed document.

My dad lost his original one and had a photo copy, and they told him to write or call the court house of the city he was born in, the registrar of deeds has to send you one. This can be done by mail, you send it a request for it with your information and money, and they mail you one.
