Water shorts all electricity. A fine mist sprayed on the plastic will short out the static.

All static electricity is excessive electrons trapped in the material. The most common occurance in nature is lightning where excessive electrons are trapped in the clouds until it cannot hold any more and discharges it to earth ground. In the same way, to remove static electricity from plastic is to use a sheet of aluminum foil laid underneath the plastic and connect a wire from the aluminum foil to earth ground. Just drive a metal rod about a foot into the ground and connect the wire from the aluminum foil. Sometimes just simply spreading the plastic sheeting on the lawn (need not be wet) will discharge the static electricity through the moisture in the grass.

Get a spray bottle, fill it up with tap water, put about 2 tablespoons of your fav conditioner in it. Mix it up. When you get up in the morning, spritz your hair a bit. Comb it through. You should be static free all day.
