Talk to his doctor before switching his formula. It is a good idea to find out if he is actually allergic to it first. If the rash is under his chin make sure that you put a bib on during feedings to keep milk from getting trapped in the folds.

My baby had a rash recently and we panicked coz it was tiny dark red pin-prick like spots that didnt disappear. We took her to the hospital and it turns out that it was a symptom of the viral cold like thing she had a week before. Has you little one had a cold recently maybe? Mine gets a bit of a rash on her neck occasionally too, more pink and blotchy. This is just from dribbling milk though. Sounds like it might be an allergy though.

For us it was the detergent. Stop using fabric softener and only use Dreft. Or go to a health food store (Whole Foods or Wild By Nature type place) and get the all natural detergent and fabric softener. Wash the babies and the entire families clothes in it. Once we started doing that , my daughters rash cleared up totally.

It could be the milk.
My son is having the same problem. He'd nurse and have this rash after nursing because he got mlik all over his cheek, plus he's drooling.
Wipe the milk of his face after every feeding with warm washcloth.
Use hydrocortizone - it helps eliminates the dry skin and redness.
Humidifier helps too.

This is known as milk rash and it is common.
When your baby is done eating, clean his/her face with a wipe that is both asrringent and soothing. Most baby/wipes fit this category.
It is more common among fair skinned children.
If you routinely clean then add a soothing lotion baby will get better. Protect fair skinned babies from the sun.
You should probably bring this up at your next "Well baby Check".........but don't worry, it isn't unusual.
Children come in all skin types.

It sounds like eczema and on babies that young there is not much they can do but you can try a cream with e.g. diphenhydramine, hydroxyzine, and cyproheptadine the baby section has a couple creams for it. Good luck

my son had a rash although it was round it wasnt all red it was a circle shape it went away as he grew and wasnt contributed to his diet however it acted like a food allergy?
