A state's courts would have to be convinced that the accused fugitive would be denied due process if extradited to the state that issued the arrest warrant. That type of argument might have been made successfully 50 or more years ago where the accused was an African American and a southern state sought his return. Today, it is almost unheard of. Under the constitution each state must give the judicial decisions of another state full faith and credit.
