Wasn't really anyone his character was never meant to be developed.
According to a movie scrapbook included with the Ghostbuster 1 and 2 DVD pack, Slimer was born in 1500 A.D. in Manhattan New York.
Supposedly he was meant to be an homage to John Belushi who died before the making the film, notably his "Bluto" character
Dan Aykroyd described Slimer as the ghost of John Belushi.

He said he was famous once ... we dated for a while ... you know, until the dry cleaning got out of hand and I caught him sliming my best friend.
Anyway, he said he was the ghost of Billy Barty.
I don't know if it's true or not. He was a major player, always making up stories to make himself seem sexier.
Sometimes I still miss him.

He was "Slimee", a drunk who died of liver disease. Hi body was never found as it was poured into the concrete of the library he was haunting.
