Being an avid reader, specifically of distopia style novels, and also a fan of comics (V was made by DC), I would have to say that's a tough call. I would personally lean toward 1984, as I almost invariably prefer the book over any movie.
Each had their advantages though. V for Vendetta of course had Hugo, who was phenominal. His monologues were extraordinary, and the plot was great. The action scenes were good, but the real focus was, I think, on the path we as a society travel toward misplaced trust in government.
1984, though, showed a similar concept in a different way. It too showed us that too much faith in government is dangerous, and that a government with too much power is likely to abuse it; absolute power corrupts and all that.
As I said though, I mostly prefer reading the book, so 1984 for me.

1984 was better in my opinion, just because of its extremity. V for Vendetta didn't portray the angst and hopelessness to the same level.
If you refer to entertainment only, V was excellent: It had brilliant action, a great plot and mystery. Impact wise however, 1984 was more shocking, more heartbreaking. After reading it, I was gasping, it was just like "no way". I anyway think V was loosely based on 1984, even for just using the same concept.
