.........Because I use the word 'regret' two times. Is it okay or redundant? Thanks

Put the second sentence in the beginning. Something along the lines of..

We deeply regret the delayed response however, regarding your letter dated ....concerning...we unfortunately are unable to send you a delegation to the meeting at this time.

With reference...we regret that we are unable to send a delegation to the meeting and apologize for not having informed you sooner.

NOTE: No comma after "meeting" since this is not a compound sentence.

Leave it as two sentences, but I would drop `deeply' from the first sentence. It sounds a little too hyperbolic for this application.

Keep them separate. To conjunct both sentences would make it too wordy. It is okay in this case to use regret twice.
