I'm not sure about the magazine you're looking for, but here are a few other options. Fons & Porter has a pattern for a flannel chenille scarf that was in their magazine several years ago. The pattern is available on their website (link below). Basically, you layer several (five, I think) pieces of flannel, sew parallel lines every half inch the length of the quilt, then use a chenille cutter or scissors to cut through two layers on top and two layers on bottom between the sewn lines. This leaves one layer in the middle to hold it all together. Washing and drying (checking the machines every few minutes for lint) fluffs up the cut edges. Different colors of fabric in the layers give different effects.

Another option is to make a rag quilt in a scarf shape. Cut your flannel into smaller squares (and/or rectangles or triangles). Layer three pieces of the same size and sew an X through them to quilt. Sew the various pieces together leaving a 1" exposed seam allowance on one side. Clip almost to the seam every 1/2" then wash and dry as above to fluff the edges. Again, be careful when washing and drying - you need to remove the loose threads before they clog the washer or dryer's lint trap. There are pictures of many rag quilts in the second link.
