for several reasons it's forbidden for me to take pain-killers. the only thing i can still do to relax a little from my pains is to smoke something. Well, as living in the netherlands it isn't too much of a problem, but to be honest, i'd rather not smoke and have no pains at all.

Why not? It wouldn't be up to the government if it could benefit us, it would be up to our doctors. And seeing as how it helps even day to day common ailments of course people would use it. It's safer than Benedryl.

you're asking my opinon? No, it is going to not. whether this is criminal in specific cities of California, yet not in California. i understand, this is hard. the individuals of those cities agree that this is.
