Yes definetly! Get the feel of the subject and descide which color is suitable. If it is a passionate, strong theme than go with a bold red color. If it is a moody dark subject then go with a deep blue or gray color. If it is a light hearted landscape or something like that, then use a nice pastel blue,pink, green.
I would definetly recommend using black and white charcoal. Use the white for the highlights, use the color of the paper for a midtone, and the black for shading. This looks so amazing when done right. Just don't let the white and black charcoal touch on the paper. This creates a mess. Always make sure that there is always untouched paper inbetween as a midtone and it will look gorgeous!

There is a reason for colored papers,
Creativity in the fact after the art is done you can trim the picture and use another as a backdrop and yes it is beautiful, I am an artist and I use any and all type of paper,
but to be affective in creating a beautiful piece of art, you have to choose what type of tool to use, :Ink. Graphite Pencil: Chalk: what ever your heart desire it is endless.

Drawing on colored paper produces different results from drawing on just plain white paper.
It would actually depend on you or your mood, I guess, since colors have different meanings to different people.
So if you want to change the mood or theme or even texture of your drawing, it's okay to experiment with different colors.
Drawing on colored paper can be fun and challenging, and I'm sure once you've experimented and have captured the desired effect you want, the drawing will turn out to be beautiful.
Anyway, beauty is subjective - it's in the eye of the beholder. But that's another story.

every artist has his or her own technique, there is a market out there for just about anything. i have done a few pen and ink sketches on coloured paper and the effect is very nice, muted colors work best, depending on your choice of tools to draw with, such as pencil, gray would be ok but not great it would work better with black ink and a quill. any color would work with pastels and colored pencils.your art is unique to you. go for it!

course!!! The purpose of art is to experiment and learn, and the only way to do this is to try new things. Heck! Draw on your walls! put a mustache on Oprah Winfrey when her show is on. The only boundries is the ones the artist creates for them self, expand and experiment!!! And have fun!!!!
