I think it's wrong what they're getting away with, and feel, yes, every nation should stick its fingers up and have a makeshift games somewhere else.

can anyone tell me the meaning of the sentence?especially the word:"stick its fingers up"

thanks very much

Maybe the author thinks the action or inaction of [the Chinese government?] is immoral and feels [other?] nations should boycott [the Beijing Olympics?] and quickly organise other games [outside China?]

Maybe 'stick its fingers up' is meant to mean 'give the bird [to China?]' or maybe it's along the lines of 'put its hand up' (as in volunteer).
