yes, tho most DVD+/-RW drives can also burn cd's; just not the other way around.

No if you have a DVD-RW drive then it can record both DVD's and CD's...But if its a CD burner then you can't burn DVD's..

If you have a DVD burner, it'll handle both. But if you only have a CD burner, you'll need to upgrade.

they also usually have dual formats on the DVDs

well actually you will need a dvd reader and a cd writer and this program.
