I believe you are referring to a notion that coincides with Use Cases. Essentially you create a personna that represents a typical user interaction with the system and model what that personna would do with this sytem.

So for example, you are building eBay and you have a "Inexperienced Seller", "Experienced Merchant", etc, and you define them relative to their age, experience, demographics, etc and it allows you to more clearly articulate how someone would use your system.
