First of all there isn't a standard passenger car motor oil that should EVER go for 28,000 miles. Oils break down, I don't care what kind of car you drive. Keep up that kind of oil change intervals and you won't be doing very many. Aside from that, refer to your manual, they should give you a reset procedure for reseting your oil change light. If not, you should be able to disconnect the battery and reset the light.

We assume you mean you change the oil every 2800 miles (which by the way is way overkill even with straight oil but that is your choice of course).
To answer you specific question (resetting the oil light), please add more info to your question identifying the year, make and model of your vehicle. It also helps to know the size of your engine (liters or cubic inches) and type of transmission.

Be sure to check the oil anyways to rule out a leak. I think you will have to consult the manual that came with the car to see how to fix it if this continues. The oil may need to be replaced and if that does not work then you may need a new part..

It needs to be reset, take it to the dealer or to a Jiffy Lube it should be cheap, since it's easy to fix. My check engine light comes on every time the gas cap isn't screwed on tightly enough (I live in Oregon and we're not allowed to pump our own gas here). If it doesn't go off ny itself in a few days I take it in to the Dodge Dealer (I drive a Neon) and they reset it for free.

I had to hold down a button somewhere in the dashboard area for approx. 30 sec. Make sure you hold it down long enough.
